sapphire recommends at least a 500W power supply so something like 450W should be fine, so i doubt a 400W is sufficient. one reviewer mentions that he/she is using a 460W PSU and it's fine.

Agreed. I have a tx650 in my 1055t and 6870 system. At 100% load I'm drawing ~350~400w. That happens to be where this PSU is most efficient.

That is true. Vendor recommendations and PSU calculators tend to factor other things in and be on the cautious side. Usually those are not very accurate and probably why some people are so clueless...

If you look at a desktop computer, the power supply is what the power cable is directly connected to. Open the computer up and you should see it as a small box with a fan in it.
