Local Kmart B&M (Hiram, GA) has a few of the Meguiars clay bar kits on clearance for $10. Who knows if its just a local deal or not, but worth looking into if you're already there.

You can try using Meguiar's ultimate compound, scratchx, and swirlx. (most aggressive to least aggressive product), depending on how bad your scratches are.
