I have my HTC phone and HP Touchpad (both with Android) set up to receive emails from work.
It took a bit of time, but I finally got it.
I can receive emails, however I cannot send out any emails....

That's odd. IMAP over SSL uses port 993, IMAP without SSL uses port 143, traditionally. I'm shocked SSL isn't a security type to be used.
It might take having your network ops to verify that...

Any specific error messages fed back from Outlook? Check the Details to find out what error reasoning it is giving. Most flavors of Outlook do that but I'm not sure about Outlook on a smart phone.

Finally figured it out. I had to set up an EXCHANGE account rather than an IMAP account.
