Not sure what you mean bottlenecking the OS, but this card is very weak in most respects. It is suitable for HTPC setups and can handle 1080p mkv's. Good card for the average joe who isn't a gamer.

It depends on what you're doing on them. If you're typing up word documents, then I don't think it'll be a problem. If you gaming at all, then this isn't the right card.

The HD 3000 / 2000 don't seem to support 120hz (that I can find) so the 6450 would help you out there. It supports lossless bit streaming, so yes. Make sure your video is outputting 5.1 and...
