No...they are hit and miss...at best. Even now, with this printer..it should be "in-stock" if listed on Amazon as such. They have also done these tactics with other items in the past.

I don't know about this printer, but most "starter" cartridges that come with a new printer have consderably less ink/toner than a refill.

The question of course as always is, how much are the ink cartridges? If you can buy cheapo's on Meritline, etc for cheap this isn't a bad deal.
