For clarification, you don't have to wait to be eligible with a job, you can begin an HSA policy at anytime on your own.

For FSA, claims must be from the plan year. HSA must be associated with a HDHP (High Deductible). HSA is not like FSA where your entire election is available at the start of the plan year, though.
