No, but if i log out from steam on computer A, and log in from computer B (under the same account), i have access to all my games. No manual "transfer" is needed.

Yes and No. My wife can be logged into Steam on her PC in Offline Mode and play games while I'm on my computer playing something else. We both cannot be signed in, online, with the same profile.
