Got it! I'll try the radio time restriction first and if I have issues with that I'll go ahead and try the access restrictions. Thanks for the replies and + rep for everyone except the banned guy.

it turns off the wireless. so you lose wireless during those times. of course they could still connect via a wired connection

no need to turn off wifi, just use the "Access Restrictions", choose the computer you want to block, choose "deny", choose time.
