There is a Septa bus that goes into Claymont, DE as well, could take the local DART bus once in Delaware to get to Wilmington if they were seriously trying to be really cheap.

Like everybody else said: SEPTA. At 30th street station instead of taking the $30+ one way via Amtrak.

Have you check public transportation options? Obviously, the cheapest way to go would be to walk.
