Actually from another report I read the software was ready but they uploaded both the final version and the test version to the RLP network and it's the test software that caused the problems.

asking if they tested isn't really fair. huge software programs will always have bugs no matter how much testing you do. it is the nature of software and this will always be true.

Probably they tried to rush it into production before it was ready. It's generally the management, not the developers, that make a screw up of this magnitude.
