My template theory still seems to fit the evidence on this issue. As bpvh pointed out, the last HP Photo Paper SER seems to have been created using the BTS rebate template with different payout...
Your theory make sense. I am just staying away from UP TO rebates and competitor coupons until BTS is over. Then we can hopefully get back to normal.

probably crablover used a competitor coupon for the 5$ off. I used a 5 off 25 from my coupon wallet, and i submitted my ser, and see that the system shows 2 * 8.99 for the rebates. No issues.
