I think the phishing scam ones gets read by a human and similarly worded messages are also blocked for all hot-mail users (if it is indeed a phishing scam)

That's not a SPAM filter, that's a "I don't want to hear from anyone" filter. If you have to sort through your SPAM box then your filter is useless.
