I've used similar type refill companies that I found on ebay. They come and go. Cheap but not reliable in terms of consistent inventory.

They boost credit card numbers and whatnot, then get some sort of generator to create the pins. Sometimes they work, sometimes they don't. Meaning if they work, no problems but sometimes you refill...

reseller rates for prepaid cards is most definitely not more then 40% off retail.
