My bet is it's a signal/location issue, especially if the phone is stock from Tmobile. It might be worth a visit to a store if not since it could be radio related too.

Common misconception, LTE is not real 4G either. LTE and T-Mobile HSPA+ (Both 3.5G) get about the same speeds on average (~10 Mbps)

maybe you would have to check rootzwiki or xda. Are you sure you get good HSPA+ signal in the area? Their HSPA+ coverage is not as good as their 3G.

Here in Houston I got 11.85Mbps/2.02Mbps and 11.61Mbps/2.26Mbps Down/Up with my S2 on TMo. I heard there was issues with the CM builds and data. I'm using a Touchwiz ROM.
