You can low ball seller's by offering to pay cash and close in days, and then refinance later and pull your equity back out.

He's saying that he wants to "low-ball" a house using cash, but then get a loan for it so he's not actually paying cash for it.
basically just wants to buy houses cheaper. doesn't seem like a bad...
