Huh? Tethering is using a phone to provide internet access to another device, like a computer or tablet. Just buy a new phone.

It's not unlawful. There was a recent court decision; Verizon is the one who was acting against the law by trying to prevent it - they even had to pay a $1.25 million fine. I don't know about...

Verizon phones can do it. Android phones had a app I was using. Apple other than io6 could with jailbreak. You would need to buy at full price to keep the unlim data.
