I am not a customer of ATT.. the first (and only one) unlock code I got from them did not require any of my information to be provided. So I don't know if they limit the total number of unlock codes...

Depends on your location. T-Mobile is working on moving 3G to the 1900Mhz band, if you don't have 3G now, it'll come soon. Hopefully in the next few months.
