I noticed that too.. It seems this deal does require facebook and syncing.. This is great if you've already synced your card to facebook but just forget which card is synced to what facebook account.

It should be there unless they're AUs or already synced w/ FB. The ones I saw were for main users and, in my case, originally were synced to suspended FB accts.
