+1 on the Vangard suggestion. $50 is high. Also look at what the funds you are in charge.

Recently saw a statement from Citibank, they have been charging me 50 dollars fee since 2010 to manage my IRA Roth.
Are there any institute that offers this service for less or even free ?

Look into vanguard or fidelity. Not only can you avoid management fees, their expense ratios for index funds are superb.
