Very interesting considering how overlay plans for area codes and thus mandatory 10 digit dialing started in New York. Buffalo must be one of the few areas in NY without an overlay.

Yeah, it was probably 10 years or so since Rochester broke off from 716 and started 585 area codes. I know the 716 area code is very full, but still a non-overlay area.
