The way I'm looking at to use iPhone app you get low resolution.
By using iPad app with higher resolution then you need broadband.

No, but the FAQ clearly states you need the broadband package to use with iPad. Mobile only works with phones.

they probably base it on your ip address so if you can get around that and there are ways you will be good to go

Probably a very smart question: some of my apps don't mind mirroring out to HDMI, but other content streaming apps will note that they explicitly block HDMI.
