I bought a bunch of 501's directly from Levi's on the half off sale a few months ago. The new denim quality of the non-USA 501's is sub-par at best when compared to the older denim.

Yah, I hope that is the case. You could potentially argue that the the fact the sale price isn't 50% less before the coupon, you are not subject to that policy.
