That's the thing though, it's not drawing ANY. It will not recognize/acknowledge/do anything when you connect a cable to it, no matter what it is connected to. I've tried it with official cables...

Make sure that the charger you use is Apple's 10 watt charger. It will say iPad Charger on the charger.
If you use an ordinary USB charger, the iPad will only be able to draw a very small amount...

When I said charger, I was talking about the internal charger, not the device that we plug our tablets into and often refer to as chargers.
