Ah, I misunderstood. I tried it and I can confirm that it does not do anything on new domains. The code is accepted, but it doesn't lower the price at all.

Don't know. I wanted to register a new domain, not transfer an existing one. But I see now that codes expire after 2000 redemptions, which isn't very many. So if you see one: hurry!
