You tried both the msl reader / get my msl apps that are free in the play store. Make sure you have SU access for MSL reader since without SU for MSL reader it will not be able to query the phone.

Yes I did that but I don't think the filesystem understands what to "do" with it. I was not able to get it to write the 3G settings with the methods described.
