They r migrating to tradeking since zecco is becoming tradeking will cost .01 per share to sell em capped at 5% so hopefully wont be too bad.
Scottrade said they would let me transfer if I matched...

.01c per share capped at 5%?
the website should tell you the fees and you should have known them prior to investing with them.

I was able to transfer a large penny stock position to Fidelity with no problems earlier this year. It does take some time though. I would just talk to live chat with Zecco and ask them directly...
