If you have downloaded it try going into war games and selecting the playlist Crimson DLC only. If this doesn't work let me know and I can see what else is up. Also would love some double xp :)

umm the specialization code has no price tag, it was free as a nice gesture, so try $10 for $10.

Worked for me as of: 4:15 PM central time. I started Halo 4, went to Marketplace, pressed A, it popped up the UI for purchasing the Crimson map pack for 0 credits rather than the full DLC list,...
