That has happened, yes, but any keys being sold for FC3 are going to be Uplay keys, not Steam keys. I haven't heard anything about Uplay locking accounts. At least not yet.

The keys off ebay aren't shady in this case- they are from the AMD Radeon game promotions that come with video cards. As stated above as I see when I refresh.
