You can look into pageonce. No cashback on bills, but every month there are certain stores that are eligible for cashback. Last month I got $50 back for purchasing a laptop on Lenovo.com.

I don't get why a website would ever offer this. They usually only ever cash back if they get a referral fee. Utilities, rent, mortgage, etc. aren't usually in the providing a referral fee business...
