I'd say that those are the dimensions of the box the bags come in. Amazon's product dimensions are always misleading. The actual bag size should be 21.5" X 33.5".

Any vacuum works. When we go camping I take along my small Dewalt vacuum to suck these down. That way everything doesn't smell of campfire smoke from the clothes. Saves a ton of space when we go...
