This is phone specific.
Some phones sense fast charging based of the resistance between those pins.
There is no danger in it (if done properly).
It just a way for the phone to limit the amp draw...

i think the 3.1A means the whole charger work current, not these two ports, we can see the clearly sign from picture, one is 1A, the other is 2.1A, maybe you have misunderstood that.
