If you are using mini Sim (2FF, standard SIM card used in many phones), you can manually cut to micro SIM (3FF). APN is for DATA purpose only. Doesn't apply for voice / text. It will be done...

If you don't want to use the data completely, go to settings --> Data usage --> Mobile data -- Move to OFF (if it is ON). Once you move it to OFF, phone wont touch DATA part unless you make it ON...

Since its not an AT&T branded phone, they technically should not automatically add a data plan. You can make sure the phone uses no data at all by blocking the mobile data connection in settings....
