If paying with prepaid refill phone cards, it would be $30 flat. No tax, no fees. (No tax when buying phone cards from the stores, either.) Not sure about paying with credit cards.

$100 will get you 1000 minutes that will expire in 1 year. Do this, when you buy the sim, it will come with a starter package of 10 minutes after you have activated the card and chose a phone...
