As it is new don't really know, but could be reported on a 1099-k. Wouldn't really be income, as most of it will have to paid back to the credit card except your investment's profit.

You'll have $9730 to invest after paypal deducts their fees. I believe the threshold for a paypal 1099 is $20k in sales plus 200 transactions in your paypal acct - so that won't be an issue for you....
