I have one set up as a secondary controller on my Vera Lite. There are instructions to set it up in the amazon reviews. Perhaps Homeseer will work similarly?

That is the only reason. Additional controllers to have in convenient locations. You could have a few around the house with configurations for firing scenes specific to that room/part of the house....

A zwave network can only have 1 primary controller which is your bridge, vera ling, usb dongle etc. A secondary controller will control each unit individually. You do not use scenes you already made...
