You can purchase something with your reward certificate and then return it. Easiest way would probably be to order it for store pickup and not pick it up.

Normally 3G/4G tablets require a paid subscription to a provider. Kindle Keyboard 3G is an eReader not a tablet.

I'm pretty sure that the 3G is limited to downloading books and using Wikipedia. If it works with more than that, then I don't think it's supposed to.
