It's 2 not 4. Don't get confused because the picture shows 2 from different angles. There's also the option of buying a car charger and getting a wall charger free.

I have these chargers. It will not charge android phones at more than 0.5A, unless you have special charging cable or you mod the charger itself.

Modify a regular USB cable and you are good to go. I.e. short the data cables that's all you need to do.
