THIS. I would however also download and load up Firefox to see if it has the same issue. It could be isolated just to IE9 or it could be something more system wide.

That's exactly it.
In the case of a virus causing the problem, it is often as easy as just going into the IP and DNS settings to fix it.
Naturally, the virus/malware has to be removed...

You can also try uninstalled IE9 and going back to IE8. IE9 is just a Microsoft Update along with the rest of them in Win7 and can be uninstalled from the control panel.
It will auto roll back to ie8.

sounds like a virus. At that point you need combofix and some anti malware to fix it.
The other and best option is format the drive and do a re-install.
