GTX 460 is ~150W max draw, considering typical components elsewhere you're only talking about 250-300 tops on that PSU so either one will work, prob more of a limit the the amps on the rail

1GB is good up to 1080p although a few games with ultra high res add on texture packs like Skyrim can use more. The 650ti will be faster in almost all games than the 650 though.
