well tor can do the entire network, you can also use the command line/ scripts to change it.
But with that being said there is no real reason to change it every few sec and it will greatly impact...

But what you really want is TOR which will do all that...

Yes - you want TOR with some customizations. But like the folks above have said - it'll be painfully slow.
