Yes, although it will require setup/an appropriate OS installed. I'm running WHS2011 on mine, and it works well for most of these. Plex as a media server, utorrent remote, etc.

Plex and others are limited in what they can play. Thus, requiring a file to be transcoded. With XBMC as the front-end there is no need to transcode anything.

It doesn't look like this config includes an HDD, but in my opinion it's not worth extra for that. I'd recommend an SSD for the optical bay and 4 matched HDDs for the raid. Edit: I take that...

The AMD Turion will show its lack of performance quickly under load. Max amount of RAM on this is 16GB. It really depends on what you are planning to use this for and whether or not it is a good...

It can definitely stream Plex, but it probably cannot transcode. So you will want to encode your movies in a native file format, so it just directly streams them to Plex.
