GTX 660 itself might be better than this. But considering this is coming with 2 free games that can be sold on Ebay for about $40, isn't this a better deal?

Well, it's sort of like when buying an entire game, except you sort of get an unlimited basic trial version of it for free and then pay in-game cash for the add-on expansions.

the galaxy included 3 games codes that if you sell them individually you should get $40 as well. So imo the codes are a wash.
