Just swapping using tech. support chat to another byod phone is never a problem.
I was told that I must wait 120 days to swap out phones for ones that I already own. I didn't even ask. The rep said that doing so before the 120 days would cause that line to be charged the regular rate. I asked what if my phone broke or was lost or stolen. He said I'd have to report it lost or stolen so they could blacklist it or whatever in their end, and as for breaking it, take care of it or get insurance.

So he's full of it and I'm free to swap devices anytime through tech support?

Yes, he's full of it. You should be able to change devices at any time. This is one of those things like the Verizon requirement. They say you need to port in exclusively from VZ but in practice, they're open to all comers.
