Was the phone ever used with one of those MVNOs like Ting and Tello? If so, it's a common problem and you have these options:
1. Call/chat with Sprint support and ask them to do 'a flag change from PLBL to SPCS'. You might want to be technical with them up front using these terms to save your time.
2. Go to a store and have someone do the same 'flag change' in 1. for you.
3. Ask LiterallyUnlimited on Reddit for help. He may be able to get the flag changed for you.

I have personally tried 1. The Sprint rep I chatted with was originally confused about my problem but then she immediately understood what I was going through as soon as I started talking PLBL and SPCS. Alas, she wasn't able to pull up my device info on her end. She then suggested that I do 2.

I ended up doing 3 because I don't have a Sprint store nearby, and it worked for me. LiterallyUnlimited is my personal hero.

But you mentioned that it's a 'new' unlocked phone. If it's a brand new one from the store, then you may have a different issue. If it's pre-owned but new to you, then it's worth your while to explore the above options.

Also:

1. Is the phone currently on another network?
2. If not, has it ever been on a sprint MVNO, such as Tello or Ting. If so, follow dato's advice.
3. Be sure your Note 8 is fully updated.

Yes but read the wiki. You can port out to tmo per wiki, but you must also have the phone's flag set for use on sprint postpaid. Read previous comments on this page.. If using a different phone then it's not a problem. Again, it's all in the wiki.

In some cases it is true. It will take a call to account services and approximately 3 days to fix. Seems this problem is primarily for Essential phones. eg.
My Essential was unlocked months ago, swapped to a new device on that line.
Put a T-Mobile SIM in the phone. Worked fine.
The phone did a software update and instantly showed "invalid SIM".
Had to call account services and wait 3 days.
So, it can be fixed and will be fixed but it's a pita.
( I had promised to give the phone to a co-worker, made me look like a welcher)

You'll have to search that. I do remember reading about some Amazon phones also being locked. The important thing though is that Sprint has to unlock them. It just might take a few days

Phones from Amazon shouIdnt have been locked.

I had them on 4 BYOD lines, BUT my phones were bought from Sprint. So they locked them. Didnt matter to me since all 4 phones were definitely going to be used for 55 days.

So AT WORST, you simply use Sprint (for FREE) for 55 days and submit an unlock request online. 55 days period, no other BS.

just wondering, will be the new iphone xs/max be eligible for this?

I have iPhone 8 Plus and Iphone X, both from T-mobile and both are not eligible. So wondering should I buy a Verizon iPhone X or the new XS/Max (few hundred more, but the latest phone).

How do you request a unlock now? You use to be able to do it with chat but I never see the chat icon anymore.

All true except it may not work properly. My phone was used for a year. Unlocked through Sprint within the first 60 days however the phone relocked to Sprint without a Sprint SIM card anywhere in the vicinity..
