Do you want the Xr to work on Sprint BYOD, now ? Then buy the Sprint version now.

If you want it to work on Verizon immediately, buy the Verizon version of the Xr.

Yes this. Iphone Se A1723 is missing LTE band 13. Band 13 is Verizon's main Lte band and used for Verizon's VoLTE and best verizon data.

I read that too.

AFAIK, some kind of FCC/frequency-auction/etc ruling about 5 years ago prevents Verizon from locking any phones. But who knows. Maybe it expired, or I dont properly understand it.

There was an article in February 2018 that Verizon would start locking phones(not just iphones) to help prevent theft. As of now nothing has been implemented. Not sure if anything will be since no new news since Febraury. If Verizon locking policy changes it will be big news and you should see many articles about it.
Edit As of 10/19/18 Verizon phones will come sim locked to Verizon until activated on Verizon.

I imagine that by "activate", Sams means on a paid plan. Though the $30 2GB plan for a single month might fly ?

Post Paid, not Pre-Paid. VZW aint GSM, so not sure what you mean.

Verify that Moto E4 supports CDMA bands, 25/26/41.

u need to go to their website and look for the configuration page. each device has diff setting.
