Yes and no. Cashiers are told to only take Q's that say Manufacture coupon or store coupon. Although, as someone said before (another thread?) big box stores like WM don't even physically submit their coupons. They get credit electronically for Q's that scan. This is why they are so picky about Q's having to scan in order to accept them.
