Its not that uncommon, a lot of motherboards can be found with it - there have been a couple front page deals that include it. Speeds up standard hard drives pretty well, may speed up certain SSDs

The boost in performance with Optane Memory is pretty solid. Don't confuse it with Intel Smart Cache technology with a small SSD cache. With Optane Memory + 1TB 7200 RPM HDD combo actually performs better than budget 128GB or 256GB SSDs in lots of scenarios.

For gaming point of view, the other deal is better. This deal is better for productivity work like Audio/Video Encoding and editing, Content creation etc, thanks to its Core i7 processor and Optane Memory. The GPU is okay for casual gaming only. But you can upgrade it if you are planning for serious gaming in future. It can support cards like GTX 1080.

Nope, the other other deal was better. Average home user don't need an i7 or 16GB ram and having an SSD on other computer it's quicker out of the box. RX 580 is worth at least $300 if you decided to flip it. The 1030 in this deal is only worth $70.

Will this be good for Tax software such as Drake and internet browsing? I need build quality so the system will last me for several years at least.
Alternative system I am seeing is this Dell XPS 8920.

I can't imagine you needing half this power for doing that for the next four years...shoot maybe 8. I've had my laptop for 4 years and still do some decent high power stuff on it now.
