Yes, this is not a 2-in-1. This is the new Insprion 13 7000 series with a Touchscreen which supports Active pen as well. This is a bit costlier than the other Inspiron 5000 deals posted here because of the below facts:-
  1. Slightly better build quality
  2. Lighter than 5000 series (3.09 lb vs 3.49 lbs)
  3. Has proper USB 3.1 Type-C port which supports Display Out (4k @ 60 Hz), Charging and Data simultaneously.
  4. HDMI 2.0 Port

Yes, it will be able to do so easily. Apart from that, this is even capable of handling demanding tasks like Audio and Video editing, Encoding etc. The Processor is a Quad Core CPU which offers almost 40% performance increase over 7th Gen Core i5 7200U.

Depends on which SSD Dell and Acer are using. That's the bottleneck for laptop.

As per my knowledge, it has one SODIIM slot which can take up to 16GB DDR4 Ram. So, if you need to upgrade it, you need to replace the existing 8GB module with a 16GB one.

I bought one Dell and one Acer this past both 13" and similarly equipped. So far the Dell has been nowhere near as good as Acer.
