*PSA* Before you buy any package with Atmos speakers and the VSX-832 receiver, be aware that the receiver is only capable of 5.1 audio. It does have Atmos decoding, but only in a 3.1.2 speaker configuration. In other words, if you use two of the channels for the Atmos height effect, then your remaining speaker configuration will have L/C/R available, but NO rear surround audio channels.
That's why most Atmos setups use at least a 7.1 receiver that can also do 5.1.2, where the ".2" are the Atmos speakers, and where your 5.1 setup is left intact.
The towers go on sale for $99 pretty often, and have been as cheap as $60-70 many times as well (most often from Frys lately, but were that cheap on Amazon a bunch too in the past)
(extra funny is many of the ELAC speakers you cite as vastly better are designed by the same guy who designed the Pioneers.)
Meanwhile, back in reality, the Pioneer Andrew Jones Speakers have been routinely, favorably, compared to high-end speakers costing many times their price... by audio professionals with decades of experience hearing high end equipment.
And I myself own them- and also own some significantly more expensive speakers costing many times their price- and while the more expensive ones absolutely sound better, they certainly don't sound ten times better.
Beyond a certain point you really do not get what you pay for in audio, instead you get increasingly diminishing returns.
If that not-equal-to-the-price-difference improvement is worth it to you, great, it's your money.
But the higher you go the more you're paying for a smaller increase in noticeable quality.
Yea and you can get a set of any of those brands two floorstanders and two bookshelves with built in atmos for $350? Apples and oranges audio snob bro. These Pioneers are the best at their price point and no amount of snobbery gonna change that.

Is the whole set bundle (receiver plus speakers plus sub) worth it if needing a complete set up? Or would it be better to just get the speakers and pair it with a different receiver and sub? Pretty new to complete 5.1 sound systems.

You are paying extra for the atmos capability of these speakers. (Fire sound at the ceiling to bounce down making it sound like you have speakers above you.) paired with a 5.1 surround system this doesn't make sense AT ALL unless your room is so small you can't get speakers slightly behind you. You would be setting up a 3.1.2 system that has some fancy programming to make it sound closer to 5.1.2.
I am no expert, but what you are trying to MIMIC is not even a priority. I currently have a room without any space restrictions that I pre-wired for 11.2. (7.2.4), but only have a 7 channel receiver. I am skipping Atmos till I can expand to 9, or 11 channels.
For the right person, with the right kind of space restrictions- maybe 3.1.2, but I would avoid. Andrew Jones stuff is good- so the speakers paired with a bigger receiver would be a decent setup.
This is not cheap. That first set of 4 speakers can be got for much less regularly from Frys.

Thanks for in-depth reply. I don't think I am ready to handle a full atmos set up yet or even have the content. Was mainly looking for a decent upgrade from a standard 2.1 soundbar set up to maybe a 5.1 surround.
Impossible....your math is so wrong. The SP-BS22A-LR are 240 plus 99x2= $438. And this deal is 349. Your forgetting to minus $100. Regardless this is a great priced deal. No matter how you cut it.
I feel like the front speakers should be the ones with the upward firing atmos drivers... with this setup it would be the rears ... maybe it's me but that seems weird
