2 - There is no WAY to unlock these phones from a third party right now - it is boot loader locked, basically you can't modify this at all, don't waste your time and money on ANY services that claim to do so.
3 - You do not need a SIM card to use the phone, the phones are not locked that way. Only thing you can't do with this phone is make phone calls with an unsupported SIM, PERIOD.
4 - I purchased the Moto E4 when it was on sale here, these phones blow it out the water, specially for the price.
TL;DR = if you want a good phone(s) REALLY CHEAP and don't care about using it on a an specific network (Simple Mobile ) these phones are great. If you use Simple Mobile you should probably buy your whole family 2 of them each

It's surprising how paranoid people are in the absence of evidence just based on media fearmongering and racist sentiments. Huawei and Kaspersky are solid brands. I trust them more than I'd trust CIA/NSA/FBI recommended devices.
